North Korea accepted a South Korean proposal to hold preliminary talks next month aimed at arranging an unprecedented meeting between the prime ministers of the two Koreas. A letter sent by North Korea Premier Yon Hyong Muk was handed over at the Panmunjom border village, Seoul government spokesmen said, indicating the north had agreed to preparatory discussions at the border on Feb. 8. The Seoul government also has proposed that the two Koreas hold talks on ways to end political and military confrontation as a first step toward reunifying the peninsula.
