Jewish settlers in Israeli-occupied areas said they will punish Palestinian stone-throwers themselves because the army isn’t doing its job against the Arab uprising. Elyakim Haetzni, a settler leader, said Jews living in the West Bank and Gaza Strip will begin making their own arrests and might shoot at Arabs who stone cars driven by settlers. He said the settlers have sought legal advice and believe they have the right to make arrests. Meanwhile, Israeli soldiers shot and wounded 12 youths in clashes with stone-throwers and shut down two schools where rocks were thrown, Arab reporters and hospital officials said.
