The U.S. Court of Appeals today cleared the way for the partial merger of Detroit’s two daily newspapers, the Free Press and the News.

In a 2-1 decision, the court said a ruling last year by then-Atty. Gen. Edwin Meese III approving the joint operating agreement of the two newspapers was “based on a permissible construction” of the Newspaper Preservation Act. Knight-Ridder Inc., owner of the morning Free Press, has threatened to close the paper if the joint operating agreement is not approved.
