From Times staff and wire service reports

A Los Angeles Superior Court judge today dismissed a challenge by Los Angeles teachers to the authority of the school district to withhold next month’s paychecks from teachers who do not turn in midyear student grades.

Judge Dzintra Janavs ruled that she does not have jurisdiction to intervene in the matter, saying it is a labor dispute that should be handled by the state Public Employee Relations Board.

Thousands of teachers withheld the grades from the school district two weeks ago as a pressure tactic in their yearlong contract fight. Supt. Leonard Britton has said he will not release March 3 paychecks until the grades are submitted.

The teachers’ union did not immediately say what its next step will be, but union leaders had previously indicated that they would urge teachers to submit the grades rather than risk losing pay.
