Tens of thousands of Estonians massed in the center of the republic’s capital Tallinn today to watch their once-banned flag being raised to mark the anniversary of an independence declaration.

At sunrise the Estonian president, Arnold Ruutel, hoisted the blue, black and white flag of the formerly independent state over Pikk Herman castle “I could see women bursting into tears as the flag appeared against the clouds,” a journalist said.

Estonians have always regarded the old flag, banned until last year, as the symbol of authority in their tiny republic.
