P. M. BRIEFING : Bush to Seek Safe Export of Waste

President Bush today announced that he will propose legislation to halt exports of hazardous waste unless there is an agreement that the receiving country will handle the material in an approved, safe manner.

The President’s proposal would involve waste that U.S. industry ships for disposal in other countries, particularly those in the Third World. Concerns have been raised by environmentalists that some countries, particularly in the developing world, do not regulate disposal and handling of such wastes in an environmentally safe manner.

Bush said he would send legislation to Congress to empower the United States to block exports by U.S. companies unless safety can be ensured through a bilateral pact.
