A Chinese official charged that pro-independence Tibetans have received “terrorist” training overseas. Yan Mingfu, a member of the Communist Party secretariat, said China imposed martial law in Tibet because it learned of riots planned for March 10, anniversary of a 1959 rebellion. He said rioters had smuggled weapons into Tibet from abroad and that some had received “unofficial terrorist training abroad....” In Washington, Chinese ambassador Han Xu lodged a formal protest over a March 16 Senate resolution stressing human rights in Tibet.
