Nicaraguan President Daniel Ortega urged the U.S. Congress to reconsider a proposed aid package for the Contras, saying the guerrillas are “a cannon aimed at Nicaragua.” Speaking in Managua to 60 visiting Harvard scholars from 37 countries, Ortega accused Washington of ignoring a Central American peace plan that commits regional leaders to drafting a program by mid-May to dismantle the rebel force. The U.S. bipartisan proposal would provide $4.5 million a month in non-military aid to the rebels.
