The South Korean government will reassign, promote or retire 49 top generals in a major shake-up of the army leadership, the Defense Ministry said. Analysts said the shuffle, to be completed by April 15, will consolidate President Roh Tae Woo’s control over the military by removing most of those appointed to key posts by former President Chun Doo Hwan. The shake-up came after reports that hard-liners in the government and military were unhappy with the failure to curb anti-government radicals and Roh’s drive to build ties with Communist nations.
