P.M. Briefing : Talks on World Commerce Resume
Negotiations aimed at freeing the flow of world commerce formally resumed today after a three-month enforced break, with leading delegations sounding optimistic about reaching accords on key issues.
Arthur Dunkel, director general of the General Agreement on Tariffs and Trade (GATT), a world trade body, said at a session of the 105-nation Uruguay Round of trade talks that he believes they are near agreement on how to get a package deal on the crucial problem of farm trade reform.
He added that much work still has to be done on another prickly topic, proposed new trade rules to combat commercial piracy, which has sharply divided industrialized and Third World nations.
