The number of urban guerrillas on hunger strike in West German jails rose to 28 as authorities prepared to meet today to discuss their demands to be jailed together as political prisoners, rather than being kept in separate cells as ordinary criminals. Justice officials in Bonn said two more jailed members of the Red Army Faction have refused food to press their demands to be held in one or two large groups. Two of the inmates have refused food since the protest started 68 days ago. Other guerrillas, mostly serving long sentences for assassinations and bomb attacks in the 1970s, have joined the protest at regular intervals since Feb. 1.
