The State Department said that electoral reforms approved by Nicaragua’s Sandinista lawmakers do not provide assurances of free and fair elections in 1990. Spokesman Richard Boucher said Washington agrees with Costa Rican criticism saying that the reforms fall far short of promises made at a February summit of Central American presidents. Nicaragua agreed at the summit to hold free elections in return for disbanding of the U.S.-backed Contras. Boucher said the main U.S. concern is over the makeup of the Supreme Electoral Council, which appears to include three Sandinistas and two opposition members.
