Taiwan, in a decision breaking an important political barrier, sent a high-level delegation to Beijing to attend a regional banking meeting. Taipei officials have been banned from China since 1949, when the Nationalist government was driven from China into political exile on Taiwan. However, Finance Minister Shirley Kuo, who is heading the delegation, told a news conference in Taipei that the visit’s sole purpose is to attend the annual meeting of the Asian Development Bank. “Our mainland Chinese policy is a completely separate issue,” Kuo said, ruling out the possibility of holding talks with Beijing leaders.
