A three-judge appellate panel in Edmonton, Canada, denied the request of accused mass murderer Charles Ng that they reverse a lower court ruling that there was sufficient evidence to extradite him to California. Ng, a 29-year-old ex-Marine, faces 25 charges of murder, kidnaping and conspiracy in connection with the alleged killing and torturing of 12 persons in Calaveras County. Leonard Lake, who was accused with Ng, committed suicide after being arrested in June, 1985. Ng fled to Canada, where he was arrested in July of that year after shooting a security guard in a Calgary shoplifting attempt. He was sentenced to 4 1/2 years in prison for that killing. Canadian authorities said Ng would not be extradited until he has exhausted all possible appeals.
