The United States and Nicaragua announced that they are about to exchange diplomats again, 10 months after each expelled eight of the other’s envoys. The expulsions came in the wake of an anti-Sandinista march in Nicaragua that the government ended by force, accusing U.S. diplomats of encouraging it. Deputy Foreign Minister Jose Leon Talavera said in Managua that the exchanges involve diplomats below the rank of ambassador and that replacing ambassadors will be discussed later. In Washington, State Department spokeswoman Margaret Tutwiler said that seven U.S. diplomats are being sent to Managua and that Nicaragua will be allowed to post the same number in Washington.
