WORLD : Soviet Whistle-Blower Wins Seat : Investigator Who Put Finger on Ligachev Wins Parliamentary Seat

The man who implicated Politburo member Yegor K. Ligachev in an organized crime investigation swept to victory today in Soviet parliamentary elections after accusing the Kremlin of trying to squash the probe.

Nikolai Ivanov defeated 27 other candidates to win about 60% of the vote in Sunday’s balloting for the city-wide Leningrad seat in the Congress of People’s Deputies. Leningrad officials said much of his support came from voters indignant over an attack on Ivanov by the highest state body--the Presidium of the Supreme Soviet--published in the Communist Party daily Pravda on Saturday.
