Time Inc.’s Home Box Office pay-TV company announced Tuesday it will start a 24-hour, advertiser-supported comedy cable channel this fall. But even more laughs may be lurking in the cable-TV wings from two potential rivals: Viacom is developing a comedy channel and Cox Communications reportedly is discussing another one with Paramount Pictures Entertainment Inc.
