The Central Committee of the Soviet Communist Party recommended that the new Congress of People’s Deputies retain Mikhail S. Gorbachev as Soviet president when it convenes for the first time Thursday, the Tass news agency said. Gorbachev, who is also party general secretary, was elected to the largely ceremonial presidency Oct. 1 by the Supreme Soviet, the nation’s outgoing parliament. The 2,250-member congress is to elect a new, more powerful Supreme Soviet and president with greatly expanded authority under constitutional changes designed to remove the party from day-to-day governmental affairs.
