Countywide : Airport Subcontractor May Be Replaced
The minority-owned construction firm that led a pay protest of subcontractors against John Wayne Airport earlier this year may be replaced, authorities said.
The firm, Covina-based Avance Engineering, is facing financial problems and has not been able to buy a performance bond to cover work that Avance is scheduled to do on a new parking garage and a road next to the airport’s new passenger terminal, said Richard T. Begley, project manager.
Assistant Airport Manager Jan Mittermeier said Avance had complained to both the Federal Aviation Administration and to airport officials that McCarthy Construction Co., the general contractor for the garage, has not done enough to help Avance secure a bond.
Federal law requires that such help be provided, Mittermeier said. The airport staff has asked McCarthy to document steps it has taken on Avance’s behalf. Performance bonds are used to insure projects against incompleteness or faulty workmanship.
Officials at Avance could not be reached for comment. McCarthy officials were also unavailable Tuesday.
