Landscaping Rules

I recently moved into a new house in Laguna Niguel. It is a fairly nice neighborhood where the homes average half a million dollars. I am not bragging about the area I live in. The point I am leading up to has to deal with little legalities instilled by the developers.

The developers, say that we homeowners have to landscape our yard within 6 months. That seems to be all right, but they have to approve any landscape.

I understand that it would look nice if all the houses are landscaped, but why should we have to get it done in a certain time period and a certain way? What would happen if someone could not afford to landscape right away? It is not like the houses are cheap.

Having to get the landscape plans approved is outrageous. It is not like I would want something totally bizarre in front of my house. It is just that these developers are almost telling us how our yard should look like. After all they sold the house to us and it is now our property, so let us do what we want with it.
