The director of public prosecutions said Tuesday that he has decided against prosecuting subway officials for an escalator fire that killed 31 people.

Allan Green, in charge of prosecutions brought by the police, said he has insufficient evidence to bring charges of manslaughter or endangering life by neglect.

An official report blamed executive complacency and an untrained staff response for the Nov. 18, 1987, fire that erupted in busy King’s Cross station during the evening rush hour.
