‘Clarifying a Controversy’

Your editorial stating that expansion of Medicare to cover the “so-called catastrophic coverage” should not be abandoned is well taken. However, I feel a very important basic principle is missing in the present legislation. The funds should come out of general revenues and not be paid for solely by the beneficiaries. Health care should be the responsibility of all citizens and not measured by income.
I am a senior who has supported all legislation for public education despite having no children in school for very many years. This should be our attitude towards all fundamental human rights in our democracy.
