Contracts: Passed and sent to the governor on a 64-8 vote a bill (AB 320) by Assemblywoman Jackie Speier (D-South San Francisco) to allow consumers a three-day right of cancellation on all dating service and weight-loss program contracts. Telephone Calls: Passed and sent to the Senate on a 42-30 vote a bill (AB 689) by Assemblywoman Gwen Moore (D-Los Angeles) to prevent hotels and motels from gouging customers for telephone calls by limiting possible surcharges to 25 cents and allowing them to choose the most economical long-distance telephone service. Gays: Passed and sent to the Senate on a 43-32 vote a bill (AB 1721) by Assemblyman Terry Friedman (D-Los Angeles) to prohibit insurance companies from denying life or disability insurance to people on the basis of their sexual orientation. Cesarean Births: Passed and sent to the Senate on a 67-7 vote a bill (AB 686) by Assemblywoman Lucille Roybal-Allard (D-Los Angeles) to require physicians to inform women of the risk of delivering a child by Cesarean section before performing the procedure. Ride-Sharing: Passed and sent to the Senate on a 44-29 vote a bill (AB 2036) by Assemblywoman Jackie Speier (D-South San Francisco) to allow counties to add a $1 surcharge to the motor vehicle smog inspection certificate fee and spend the money on encouraging ride-sharing programs. Abandoned Vehicles: Passed and sent to the Senate on a 46-27 vote a bill (AB 1441) by Assemblyman Steve Clute (D-Riverside) to allow counties to add a $1 annual surcharge on vehicle registration fees to finance the removal of abandoned vehicles. Senate Floor Action: Congressional Pay Raises: Passed and sent to the Assembly on a 22-11 vote a resolution (SJR 23) by Sen. Quentin Kopp (I-San Francisco) to make California the 33rd state to ratify a 200-year-old ban on automatic pay raises for members of Congress. Three-fourths of the states, or 38, must ratify the ban for it to become law.
