Senate Floor Action: Congressional Pay Raises: Passed and sent to the Assembly on a 22-11 vote a resolution (SJR 23) by Sen. Quentin Kopp (I-San Francisco) to make California the 33rd state to ratify a 200-year-old ban on automatic pay raises for members of Congress. Three-fourths of the states, or 38, must ratify the ban for it to become law.
