Vietnam Typhoon Kills 31, Wrecks Buildings

BANGKOK, Thailand —
Typhoon Irving killed 31 people and left a trail of havoc as it passed over the coast of northern Vietnam, the official Vietnam News Agency said Wednesday.
The storm, which hit Thanh Hoa and Nge Tinh provinces south of Hanoi on Sunday, destroyed tens of thousands of buildings, sank hundreds of boats and submerged nine villages, according to the report.
