Illinois farmer Harold Steele is President Bush’s choice to become the chairman of the Farm Credit Administration, the federal watchdog for the Farm Credit System, it was announced Tuesday. If confirmed by the Senate, Steele would give the three-member board a quorum for the first time in several months. Marvin Duncan has been acting chairman and the board’s only member since last January.
