The Sri Lankan government invited Sinhalese and Tamil rebels for peace talks with all political parties in a bid to end ethnic conflicts in which 16,000 people have been killed. Officials said that in the latest violence, 32 people were killed in two days by Sinhalese ultranationalist guerrillas waging a campaign of assassinations and strikes to try to topple the government of President Ranasinghe Premadasa. The guerrilla groups and 23 recognized political parties were included in the invitation to a peace conference Sept. 13.
