India and Sri Lanka signed an agreement under which about 41,000 Indian peacekeeping troops will leave the violence-racked island by the end of the year. The pact ends a three-month diplomatic deadlock that at one point had threatened to escalate into an armed confrontation. However, differences over interpretation surfaced almost immediately. Sri Lanka said India has given assurances that it will make all efforts to complete the pullout by Dec. 31. But in New Delhi, a senior Indian official said a complete withdrawal within the specified time depended on guarantees for the safety of Sri Lanka’s minority Tamils.
