Soviet Interior Minister Vadim V. Bakatin said 292 people have been killed and 5,250 wounded and 360,000 have had to flee their homes in ethnic violence since January, 1988, according to the official news agency Tass. Bakatin reported on the magnitude of the problem on the final day of a two-day meeting of the Communist Party Central Committee devoted to trying to resolve the country’s ethnic turmoil. Bakatin did not break down the statistics by ethnic groups. The Central Committee called for the 15 Soviet republics to take on more economic and political autonomy, but drew a line at calls for independence.
