Washington says Soviet military advisers are still in Afghanistan firing Scud missiles at rebel forces despite Moscow’s assertions that all Soviet troops have been withdrawn, the New York Times reported. It quoted a confidential government report on military and political activities in Afghanistan as stating that “all functions connected with the security, transportation, storage and launch of Scud missiles are handled by Soviet advisers” wearing Afghan uniforms. Special Afghan guard units patrol the perimeter of the missile base at Darulaman, six miles south of Kabul, the report said, but Afghan “military personnel are not allowed within several hundred meters of this area.”
