U.S. Relations With Soviets
Your editorial “Progress, by Many Measures” (Sept. 26) notes the progress in Soviet arms negotiations. You give deserved credit to the Bush Administration for the “welcome willingness to talk candidly about the differences.”
However, you also state that the Soviet attitude was a direct result of the fact that they “could not hope to keep up with American advances in military technology if it diverted scarce resources to its civilian economy.” If this is true, you also must give credit to Ronald Reagan. He is the one who built up our military from the neglect of the Carter years.
President Bush and Secretary of State James A. Baker III deserve much credit for the progress they have made in Soviet arms negotiations, but let’s not forget who laid the groundwork.
