RECALL: Forces hoping to recall Mission Viejo Councilman Robert A. Curtis (B1) have raised $155,000 but won’t know until month’s end whether they have enough valid signatures to force an election. . . . The good news for Curtis: Since 1984 in Orange County, more than 30 recall efforts have been initiated against public officials, but just two have qualified for the ballot, including the upcoming election on Fountain Valley Mayor Fred Voss. . . . The bad news: Political consultant Harvey Englander says recall efforts have a better chance if proponents are heavily funded or “the incumbent is accused of some kind of criminal or moral act.”
