SAN JUAN CAPISTRANO : Planning Unit Rejects Tennis Club, Condos

Expressing concern that a proposed housing complex would create traffic problems, the city Planning Commission this week denied plans for a 10-acre tennis club and 53 adjacent condominiums in the north end of the city.

The 4-0 vote recommending denial of the project will be forwarded to the City Council for a final decision at its Nov. 21 meeting. Developer Cecil R. Bunnell had submitted plans in 1986 for the tennis club and an adjacent storage unit business, which drew criticism from residents living near the junction of Camino Capistrano and Junipero Serra Road.

His revised plans, which were drafted based on private meetings with the neighbors, substituted the condominiums for the storage units.

City Planner Thomas Tomlinson said the commission’s concerns stemmed from the traffic that could be generated by the condominiums planned off Oso Road, the planned entrance to the project.

“The tennis club has never been the issue,” Tomlinson said. “But the commissioners decided to take a vote on the entire project instead of splitting it.”
