Mortgage Rates Dip: Fixed-rate home mortgages averaged 9.82% last week, the lowest level since early August, the Federal Home Loan Mortgage Corp. said. That rate was down from 9.92% the previous week and was the lowest since fixed-rate mortgages averaged 9.68% the week ending Aug. 4. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.58% last week, the same as the week before, Freddie Mac said.
