Jessica McClure, the Texas toddler who captured the nation’s attention for an intense 58 hours as volunteers worked to rescue her from an abandoned well two years ago, stole the scene from President Bush during a White House ceremony. “Who’s that, Mama?” the 3-year-old asked as Bush entered the Roosevelt Room to present the Community Spirit Award of her hometown, Midland, Tex., to a delegation from Sioux City, Iowa.
