P. M. BRIEFING : British Delay High-Speed Rail
British Rail said today a money shortage has forced a one-year delay in plans to build a high-speed rail link connecting London with the Anglo-French tunnel being built beneath the English Channel.
The project has not attracted enough money from private firms to build the underground link, British Rail said, adding it will instead seek permission to upgrade existing surface tracks and build new lines.
Legislation clearing the way for the project was to be introduced later this month but will be delayed until November, 1990, British Rail said.
The postponement will not affect the planned 1998 completion of the 68-mile link from London to the coast, a British Rail spokesman said.
