Labor unrest and nationalist protests spread in the Soviet Union. Coal strikes grew in the Arctic, Azerbaijanis joined the country’s growing draft-resistance movement and thousands of Georgian demonstrators refused to leave Tbilisi’s main square. The persistent labor strikes and nationalist rallies follow a tumultuous summer of unrest and show the government’s inability to stem the protests.
