Spy Agency Employees, Family Arrested on Drug Charges

An Air Force lieutenant colonel assigned to the National Security Agency and his wife, an NSA psychologist, were arrested on drug-dealing charges when police raided their suburban Washington home.

The couple’s son and daughter were also charged Friday after police seized $780,000 worth of illegal drugs, $70,000 in cash, two machine guns, an assault rifle, various shotguns, a motorcycle and a car from the home in Crofton, said Joseph Bisesi, a spokesman for the Anne Arundel County Police.

Russell James Hibler and Suzanne McCabe Hibler, both 43, were charged with possession of the drugs with intent to distribute.

Russell Hibler, an Air Force lieutenant colonel, is a psychologist assigned to the NSA and his wife is a civilian research psychologist, an agency spokeswoman confirmed.

Their son, James Todd Hibler, 21, was charged with possession with intent to distribute cocaine, hashish and marijuana, Bisesi said. Their daughter, Jessica Lynn Hibler, 19, also was charged with possession with intent to distribute.

The elder Hiblers were released on personal recognizance at a hearing before a District Court commissioner in Annapolis.

Their son, who also was charged with unlawful possession of automatic weapons, was ordered held at the Anne Arundel County Detention Center in Millersville on $600,000 bond. Their daughter’s bail was set at $155,000.

Bisesi said that agents burst in on Jessica Hibler, who was allegedly counting $27,000 in cash in the basement. They said that they found as much as $10,000 in bills stuffed in the pockets of pants found around the house.

The raid caps a two-month investigation, Bisesi said. No undercover buys were involved in the probe, which mostly entailed surveillance of the family, he said.
