World IN BRIEF : WASHINGTON, D.C : Delay on Arms Pact Likely

President Bush’s arms control officials said they are unlikely to meet his mid-1990 deadline for completing either a strategic nuclear weapons treaty or an agreement cutting conventional forces in Europe. Such delays could disturb Bush’s intention to make arms control the major focus of his summit with Soviet President Mikhail S. Gorbachev next year.
