British officials in Hong Kong said that plans to forcibly send Vietnamese “boat people” home will go ahead despite Hanoi’s objection. Vietnam rejects forced repatriation but says it will work toward a settlement on voluntary return. The United States says a voluntary repatriation program should be given more chance to work.
