The Sandinista government refused to allow a four-member U.S. congressional delegation to observe national election campaign activities because of Washington’s financial aid to an opposition candidate. Foreign Minister Miguel D’Escoto said the Nicaragua has invited observers from the United Nations, the Organization of American States and other international agencies, including former President Jimmy Carter, to witness activities leading up to the Feb. 25 elections. Congress and the Bush Administration have approved $9 million in contributions to opposition candidate Violeta Chamorro.
