* Good vibrations: Maharishi Mahesh Yogi, founder of Transcendental Meditation and one-time guru to the Beatles, is proposing a City of Immortals in Oklahoma to start building his vision of Heaven on Earth. Representatives of the Indian guru met with developers over the weekend in Oklahoma City to discuss plans for a low-density housing community proposed by the Maharishi Heaven on Earth Development Corp. A representative said the city is a small part of the maharishi’s plan to reconstruct the world.

* Wedding bells: Dr. Elizabeth Morgan, who spent 25 months in jail for refusing to allow her daughter to visit the child’s father, was married over the weekend. The plastic surgeon wed Paul R. Michel, a federal appeals court judge, in Washington. It was the second marriage for both. Morgan was jailed after refusing to permit her daughter Hilary, now 7, to visit northern Virginia oral surgeon Eric Foretich. She contended that Foretich sexually abused the child--an allegation he repeatedly denied.

* Visitation rites: Princess Anne cut the ceremonial ribbon Monday to open a new cosmetics factory near Belfast, during her third visit to Northern Ireland this year. Security was tight as Queen Elizabeth’s only daughter opened the plant, then met management and staff. Her visit was not announced in advance for fear the Irish Republican Army would disrupt it. In 1977, Anne became the first member of Britain’s royal family to visit the province since sectarian and political strife erupted in 1969.

* How considerate: Marjabelle Stewart, who has written 17 books on etiquette, has listed her 10 Most Mannered People. In no special order they include President and Mrs. Bush, who “always writes thank-you notes”; former Defense Secretary Clark Clifford, who has “old world charm” and race car driver Danny Sullivan, “such a gentleman and a role model for young people, especially with the recent problems with some athletes and drugs.” Others on the list are former Time magazine editor in chief Hedley Donovan; Nightline’s Ted Koppel, country singer Susie Boggus; CBS anchor Connie Chung, actor Robert Wagner and interviewers Pat Sajak and Larry King.
