Shell to Build Drilling Platform: Shell Oil Co. said it would build an oil platform in a world-record water depth of more than half a mile to develop an oil and gas field beneath the Gulf of Mexico. The $1.1-billion project would include a so-called tension leg platform to be installed in 1993 that would be sunk in water 2,860 feet deep, supporting a drilling rig and production facilities.
