A 21-unit apartment complex to be built at 449 N. Catalina Ave. has received approval under construction limits imposed by the city’s growth management initiative.

The initiative, passed by voters March 7 and still being challenged in court, sets an annual construction limit of 250 residential units and a total of 25,000 square feet for all commercial projects larger than 2,500 square feet each.

The Catalina Avenue project was approved Tuesday by the Board of Directors. It brings to 218 the number of residential units approved for 1989. Developers for five other residential projects also reviewed Tuesday were instructed to reapply in January for the 1990 allocation. Two more projects, with a total of 14 units, will be considered next week by the board.
