The maiden flight of a commercial Titan 3 rocket, grounded by stormy weather Friday, is off until Dec. 20 because of already-booked military tracking facilities, officials at Cape Canaveral Air Force Station in Florida said. The Titan is scheduled to launch Skynet 4A, a British military communications satellite, and JCSat 2, a $150-million relay station owned by Japan Satellite Communications Co. and Hughes Communications Inc.
