Yields Fall on 2-Year T-Bills: Yields on two-year Treasury notes fell in auction to the lowest level since March, 1988. The average yield was 7.71%, down from 7.78% at the last auction on Nov. 28. It was the lowest rate since two-year notes averaged 7.39% on March 23, 1988. The notes will carry a coupon interest rate of 7.625%, with each $10,000 in face value selling for $9,984.60. A total of $10.01 billion in notes was sold out of bids totaling $23.15 billion.
