Fixed-Rate Mortgages Decline: Fixed-rate home mortgages are averaging 9.69%, down from a rate of 9.75% the week before, according to a national survey released by the Federal Home Loan Mortgage Corp. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.34%, down from 8.39%.
