Monrovia Allows Its New Chief to Reorganize Police

The City Council has unanimously approved recommendations by Police Chief Joseph Santoro to reorganize the Police Department, which he described as “structurally imbalanced.”

There are now two divisions in the department: the 60-person operations division commanded by a captain and the 15-person support services division commanded by a lieutenant.

Santoro, who joined the department in October, suggested shifting the investigations bureau from the operations to the support services division and making the head of support services a captain.
