PacTel Planning 25-Story Office Tower Downtown

Plans for a 25-story office tower, envisioned as the latest addition to San Diego’s downtown skyline, will be presented Friday to the Centre City Development Corp., developers for the proposed building said Wednesday.

PacTel Properties, an independent real estate and investment subsidiary of the Pacific Telesis Group, said it will present the plans in hopes that the downtown redevelopment agency will help it acquire needed property.

The high-rise would front lower Broadway, between Union and State streets, PacTel said in a statement released Wednesday. PacTel already owns the part of the block that fronts Broadway and is trying to acquire the rest of it, back to C Street, from the three owners, the statment said.

Each of the three, already notified of PacTel’s plans, has until Jan. 26 to tell the redevelopment agency it wants to submit an “alternative proposal,” according to an internal CCDC memorandum.

If the CCDC board receives no objections, it is scheduled to consider at a Feb. 2 meeting a proposed agreement under which the agency and PacTel would have 180 days to negotiate a development contract for the site, the memorandum says. If one or more owners do submit an alternative, they will have about 90 days, or until May 1, to prepare their own proposal.

The internal CCDC memorandum recommends the agency “indicate its interest” in the proposed agreement calling for bargaining with PacTel.

Plans for the high-rise feature pedestrian plazas and ground-floor retail space, the PacTel statement said. The building would contain about 540,000 square feet and a four-level underground parking garage, the statement said.

A drawing of the building shows a rectangular facade facing east with curved glass facing San Diego Bay. It would be called “Broadway Plaza.”

PacTel, which reported that it owns about 3 million square feet of office and industrial space in California, said it hopes to begin construction on the building in two years and complete it in 1994.
