WORLD IN BRIEF : INDIA : Premier Offers New Concessions to Sikhs

Indian Prime Minister Vishwanath Pratap Singh made new concessions to try to end a Sikh separatist campaign in Punjab state. Speaking at a rally of about 100,000 people in the Punjab city of Ludhiana, he offered to rehabilitate Sikh army deserters and give them government jobs, review cases against Sikh detainees and bring more industry to Punjab. All of the concessions had been demanded by Sikh politicians.
