A new roadblock has been thrown up in the seven-year battle to build the Presidential Parkway that would link downtown Atlanta to the Carter Center, the presidential library on the outskirts of the city named for former President Jimmy Carter.

The City Council voted, 15 to 2, Tuesday to oppose construction, even though the Georgia Supreme Court already has ruled that the city cannot rescind its support, first voted by the council in 1982.
